This report from Kenya Covington, Lance Freeman and Michael Stroll, and the Brookings Institution summarized some trends in the Housing Choice Voucher (HCV) program. The program, often referred to as "section 8", allows very low-income families to choose and lease or purchase safe, decent, and affordable privately-owned rental housing. In a departure from the crime-laden "projects" memorialized in Cabrini Green of Chicago and Marcy Projects in Brooklyn, the voucher program aimed to decentralize these poverty warehouses and give residents more choice for their living arrangements.The Brookings Institution report noted some aftereffects of the program's implementation.
